Appropriation of continuing in the regulation center and the impact on the guarantee of access to health services

Resumo: The objective was to identify whether continuing education in health is applied as a qualification strategy for workers belonging to the context of the Regulatory Centers and to analyze the impact of the applicability of this strategy to guarantee access to health services by users. This is an integrative literature review carried out through the Virtual Health Library portal, in the following databases: Latin American and Caribbean Literature on Health Sciences, Nursing Database and Coleciona SUS; in addition to the Capes periodicals portal through the following databases: Scientific Eletronic Library Online, SciVerse Scopus and the PubMed Database of the U.S. National Library of Medicine, considering a 5-year time frame. Eleven publications were selected, establishing two categories, namely: professional practices and team qualification; and organization of work processes. Professional practices should start from an interdisciplinary construction, exploring the problems arising from the work environment, in articulation with the entire Health Care Network, with a sense of co-responsibility. The (re)organization of the work processes through educational interventions constitutes a successful strategy in the transformation of more effective and permanent practices, with the engagement of all the actors. By developing strategies based on continuing education, management, professionals and especially the population can articulate together and based on the local reality, environments for exchange, dialogue and recognition of the labor practice, guided by a reflective and participatory link, resulting in improved quality and therefore in guaranteed access to health care.

Se trata de una revisión integradora de la literatura realizada a través del portal de la Biblioteca Virtual en Salud, en las siguientes bases: Literatura Latinoamericana y del Caribe en Ciencias de la Salud, Bases de Datos de Enfermería y Colección SUS; además del Portal de Periódicos de la Capes en las bases: Scientific Eletronic Library Online, SciVerse Scopus y da PubMed Database of U.S. National Library of Medicine, considerando un registro temporal de 5 años. Se seleccionaron once publicaciones, estableciendo dos categorías, a saber: prácticas profesionales y cualificación de los equipos; y organización de los procesos de trabajo. Las prácticas profesionales deben basarse en una construcción interdisciplinaria, explorando los problemas que surgen del entorno de trabajo, en conjunto con toda la Red de Salud, con un sentido de corresponsabilidad. La (re)organización de los procesos de trabajo a través de intervenciones educativas es una estrategia exitosa en la transformación de prácticas más efectivas, permanentes y con compromiso de todos los actores. Mediante el desarrollo de estrategias basadas en la formación continua, la dirección, los profesionales y sobre todo la población pueden articular de forma conjunta y a partir de la realidad local, entornos de intercambio, diálogo y reconocimiento de la práctica laboral, guiados por un vínculo reflexivo y participativo, que redunde en la mejora de la calidad y por tanto en la garantía del acceso a la atención sanitaria.Objetivou-se identificar se a educação permanente em saúde é aplicada como estratégia de qualificação de trabalhadores pertencentes ao contexto das Centrais de Regulação e analisar o impacto da aplicabilidade desta estratégia para a garantia do acesso aos serviços de saúde pelos usuários. Trata-se de uma revisão integrativa de literatura realizada através do portal da Biblioteca Virtual em Saúde, nas seguintes bases: Literatura Latino-Americana e do Caribe em Ciências da Saúde, Bases de Dados de Enfermagem e Coleciona SUS; além do Portal de periódicos da Capes pelas bases: Scientific Eletronic Library Online, SciVerse Scopus e da PubMed Database of U.S. National Library of Medicine, considerando um recorte temporal de 5 anos. Foram selecionadas 11 publicações, estabelecendo-se 2 categorias, a saber: práticas profissionais e qualificação das equipes; e organização dos processos de trabalho. As práticas profissionais devem partir de uma construção interdisciplinar, explorando a problematização advinda do ambiente laboral, em articulação com toda Rede de Atenção à Saúde, com sentido de corresponsabilidade. A (re)organização dos processos de trabalho através de intervenções educacionais constitui estratégia exitosa na transformação de práticas mais eficazes, permanentes e com engajamento de todos os atores.
