Brazilian sign language: Inclusion of the deaf in university education at Instituto Federal Paraná (IFPR) Campus Curitiba

Resumo: We understand that deafness, many times, is related to linguistic and interactional limitations loaded with prejudice for those who have it. Some linguistic barriers prevent deaf people to a full life and a quality education. The objective of this article is to present a small glimpse regarding the trajectory of the deaf and their struggles, using as a basis the laws and data from the Federal Institute of Parana (IFPR) Curitiba Campus in the Center for Support to People with Specific Needs (NAPNE). Official documents of the Federal Institute of Paraná Curitiba Campus were analyzed, along with the Law No. 10.436 of April 24, 2002, and regulated by Decree No. 5.626 of December 22, 2005 ensuring accessibility of the deaf in the education system, according to Law No. 13.146 of July 6, 2015 which establishes the inclusion of people with disabilities. Based on the doctrines and relevant legislation to the subject and to reach the conclusion of how the applicability of laws and doctrines to the concrete case. We conclude with the research that the inclusion and accessibility in higher education have not been happening in a full way, because there is still a struggle to have a real inclusion that has special needs in higher education in the Federal Institute of Parana (IFPR) that still lacks adequate linguistic accessibility to the deaf.

Algunas barreras lingüísticas impiden a las personas sordas una vida plena y una educación de calidad. El objetivo de este artículo es presentar una pequeña mirada sobre la trayectoria de los sordos y sus luchas, a partir de las leyes y datos del Instituto Federal de Paraná (IFPR) Campus Curitiba en el Centro de Apoyo a Personas con Necesidades Específicas (NAPNE). Se analizaron los documentos oficiales del Instituto Federal de Paraná Campus Curitiba, junto con la Ley N º 10.436 del 24 de abril de 2002, y regulado por el Decreto N º 5.626 del 22 de diciembre de 2005 que garantice la accesibilidad de la persona sorda en el sistema educativo, de acuerdo con la Ley N º 13.146 del 6 de julio de 2015 que establece la inclusión de las personas con discapacidad. Con apoyo en las doctrinas y legislaciones pertinentes al tema y llegar a la conclusión de cómo está siendo la aplicabilidad de las Leyes y doctrinas al caso concreto. Concluimos con la investigación que la inclusión y la accesibilidad en la educación superior no se han producido de una manera completa, porque todavía hay una lucha para tener una verdadera inclusión que tiene necesidades especiales en la educación superior en el Instituto Federal de Paraná (IFPR) que aún carece de accesibilidad lingüística adecuada a los sordos.Entendemos que a surdez, muitas vezes, está relacionada a limitações linguísticas e interacionais carregadas de preconceitos para quem a possui. Algumas barreiras lingüísticas impedem os surdos a uma vida plena e uma educação de qualidade. O objetivo deste artigo é apresentar um pequeno vislumbre referente a trajetória dos surdos e suas lutas, usando como base as leis e a dados do Instituto Federal do Paraná (IFPR) Campus Curitiba no Núcleo de Apoio a Pessoas com Necessidades Especificas (NAPNE). Foram analisados documentos oficiais do Instituto Federal do Paraná Campus Curitiba, juntamente com as Lei nº 10.436, de 24 de abril de 2002, e regulamentada pelo decreto nº 5.626, de 22 de dezembro de 2005 garantindo acessibilidade da pessoa surda no sistema educacional, segundo a Lei n° 13.146 de 6 de julho de 2015 no qual institui a inclusão da pessoa com deficiência. Com respaldo nas doutrinas e legislações pertinentes ao assunto e para chegar à conclusão do como está sendo a aplicabilidade das Leis e das doutrinas ao caso concreto.
