Remote teaching and Digital Information and Communication Technologies (TDIC) in the State of Ceará: some notes in the Covid-19 pandemic scenario

Resumo: This study permeates the context of remote teaching and Digital Information and Communication Technologies (TDIC) in the context of the Covid-19 pandemic in the State of Ceará, however, we elucidate some notes based on the educational scenario of public schools, to which we adhere as locus for data collection was Colégio Liceu do Ceará. Indeed, the research was developed in a qualitative-quantitative methodological proposal. Therefore, we merged this hybrid way of analyzing and interpreting the data in this work, with the selection and analysis of official documents from the government of the State of Ceará, and a free interview with (Manager 1 and 2). And, in addition to this, we list documents inherent to the researched school, in which we explain a minute of the second half of 2020 meeting, and a calendar of school activities, for the months of September and October 2021; in addition to the assertions by Madrigal (2016), Pereira (2017), Augusto; Santos (2020), among other authors essential to the formation of the necessary foundation for the research carried out, in partnership with the Postgraduate Program in Planning and Public Policies of the UECE. In the results and discussion, accessibility to technological tools is currently a national problem, however, for the State of Ceará, like the Liceu, official documents and interviews, we perceive the uniqueness of public educational policies put into practice, in the sense of to include, to minimize structural inequalities in the social sphere, and to promote education for all, having remote/hybrid teaching as a motto in the dissemination of knowledge to the people of Ceará.

En efecto, la investigación se desarrolló en una propuesta metodológica cualitativa-cuantitativa. Por lo tanto, fusionamos esta forma híbrida de analizar e interpretar los datos en este trabajo, con la selección y análisis de documentos oficiales del gobierno del Estado de Ceará y una entrevista libre con (Gerente 1 y 2). Y, además de esto, enumeramos documentos inherentes a la escuela investigada, en los que explicamos un acta de reunión para el segundo semestre de 2020, y un calendario de actividades escolares, para los meses de septiembre y octubre de 2021; además de lo afirmado por Madrigal (2016), Pereira (2017), Augusto; Santos (2020), entre otros autores esenciales para la formación de los cimientos necesarios para la investigación realizada, en alianza con el Programa de Posgrado en Planificación y Políticas Públicas de la UECE. En los resultados y discusión, la accesibilidad a las herramientas tecnológicas es actualmente un problema nacional, sin embargo, para el Estado de Ceará, como el Liceu, documentos oficiales y entrevistas, percibimos la singularidad de las políticas públicas educativas puestas en práctica, en el sentido de incluyen, minimizar las desigualdades estructurales en el ámbito social, y promover la educación para todos, teniendo como lema la enseñanza remota/híbrida en la difusión del conocimiento a los cearenses.Este estudo permeia a conjuntura do  ensino remoto e as Tecnologias Digitais da Informação e Comunicação (TDIC) no contexto da pandemia de Covid-19 no Estado do Ceará, contanto, elucidamos alguns apontamentos baseados no cenário educacional das escolas públicas, ao qual nos atemos como lócus para coleta de dados o Colégio Liceu do Ceará. Com efeito, a pesquisa foi desenvolvida em uma proposta metodológica qualiquantitativa. Deste fato, mesclamos essa forma híbrida de analisar e interpretar os dados neste trabalho, com seleção e análise de documentos oficiais do governo do Estado do Ceará, e entrevista livre realizada com o(a) (Gestor(a) 1 e 2). E, somado a isso, elencamos documentos inerentes a escola pesquisada, em que explanamos uma Ata de reunião do segundo semestre de 2020, e um calendário de atividades escolares, dos meses de setembro e outubro de 2021; além das assertivas de Madrigal (2016), Pereira (2017), Augusto; Santos (2020), dentre outros autores essenciais à formação do embasamento necessário à pesquisa realizada, em parceria com o Programa de Pós-graduação em Planejamento e Políticas Públicas da UECE.
