This article aims to discuss how the democratic policies developed in the Brazilian parliament, in relation to the LGBTI + population, in fact enable their equal participation in institutional democratic dissent. The theme is discussed based on the theories of Chantal Mouffe and Nancy Fraser, with the use of bills in the House of Representatives to demonstrate the pluralism of values and apparently irreconcilable dissent regarding the recognition of LGBTI + rights. Thus, in the first place, Mouffe's theory is mobilized to demonstrate how much the conflict is an essential element of democracy. In a second moment, the analysis follows with Fraser's theory, which contributes to highlight the obstacles that prevent the effective parity of participation of the LGBTI+ population in the parliament space and possible strategies to overcome this situation. The different conceptions of recognition present in each of these areas indicate that the vision of the different as an adversary, and not an enemy who must be eliminated from the democratic workings, it goes through issues of social status and access to material resources.
