ACCOUNTABILITY, FLEXIBILIZAÇÃO E QUALIDADE TOTAL:: POLÍTICAS EDUCACIONAIS BRASILEIRAS SOB A TRÍADE NEOLIBERAL

Resumo: The text analyzes the influence of the concepts of accountability, flexibility and total quality on Brazilian educational policies and, mainly, on the National Common Curricular Base (BNCC) and the reform of Secondary Education. It is a bibliographical and documentary, qualitative research, whose theoretical-conceptual perspective is Historical-dialectical Materialism. A contextualization is carried out on the rise of neoliberal policies, New Public Management and managerialism and their consequences on educational policies, highlighting the large-scale evaluation policies issued since 1990. The presence of business sectors in the construction and implementation of the BNCC and the reform of Secondary Education, returning education to private corporate interests. Therefore, these educational policies express the hegemonic project of the social form of capital which seeks, once again, to adjust education to the interests of the market, under the logic of flexible pedagogy and the accountability of social beings for the results of their historical existence.

Es una investigación bibliográfica y documental, cualitativa, cuya perspectiva teórico-conceptual es el Materialismo histórico-dialéctico. Se realiza una contextualización sobre el surgimiento de las políticas neoliberales, la Nueva Gestión Pública y el gerencialismo y sus consecuencias en las políticas educativas, destacando las políticas de evaluación de gran escala emitidas desde 1990. La presencia de sectores empresariales en la construcción e implementación del BNCC y la reforma de la Educación Secundaria, devolviendo la educación a intereses corporativos privados. Por tanto, estas políticas educativas expresan el proyecto hegemónico de la forma social del capital que busca, una vez más, ajustar la educación a los intereses del mercado, bajo la lógica de la pedagogía flexible y la responsabilidad de los seres sociales por los resultados de su existencia histórica.Analisa-se no texto a influência dos conceitos de accountability, flexibilização e qualidade total nas políticas educacionais brasileiras e, principalmente, na Base Nacional Comum Curricular (BNCC) e na reforma do Ensino Médio. É uma pesquisa bibliográfica e documental, qualitativa, cuja perspectiva teórico-conceitual é o Materialismo Histórico-dialético. Realiza-se uma contextualização sobre a ascensão das políticas neoliberais, da Nova Gestão Pública e do gerencialismo e suas intercorrências sobre as políticas educacionais, destacando as políticas de avaliação em larga escala emanadas a partir de 1990. Verifica-se a presença de setores empresariais na construção e implementação da BNCC e da reforma do Ensino Médio voltando à educação aos interesses corporativos privados.
