Continuing education in the public sector is a major issue for public administration and the proper functioning of public institutions, especially when such continuing education deals with legal matters and care for public assets. In this scenario, we present the Problem Based Learning (PBL), or English (PBL), mediated by distance education (DE), as a methodology to support the teaching-learning process that has had a major impact in recent years. more diverse educational contexts. The PBL is a pedagogical proposal that consists of student-centered teaching, in the specific case of this work in the UFRPE public servant. The researcher seeks from the beginning on the UFRPE server after labor experiences, that is, the problems inherent to public cargo activities. Faced with a lack of specific theme of the BPA focused on the continuing education of public servants, we began to study in this work an innovative proposal to be implemented at UFRPE. Thus, an EPA-mediated PBL as a method for continuing training and training of UFRPE administrative technical servers is a technological innovation. In this work, the researcher concentrates his studies on the universe of technical-administrative servants of the academic departments and the institutional security sector, work activities and those most adherent to the proposed theme. Presented as the main objective of the research, investigate the ABP application of appropriation of Normative Instruction (IN) No. 04/2009 of the Comptroller General of the Union (CGU) by UFRPE's servers, using this distance learning method. The IN under study is an administrative act of the CGU and aims to make a simplified investigation in cases of loss and damage of small values caused by public goods. The motivation of this research is the fact that a researcher participated as a member of a commission responsible for carrying out preliminary studies on the implementation of the IN at UFRPE, besides a researcher, besides using his functions in the University Security Division (DSU) where is legally responsible for promoting and investigating and investigating cases involving loss and damage to UFRPE's assets. As the guiding question of this research presents how a PBL, mediated by distance education, can contribute to the development actions of administrative technical servers of UFRPE, taking as its case the appropriation of CGU IN 04/2009.
