The performance of Fundeb in the state of Mato Grosso do Sul (2009 t0 2020)

Resumo: The paper presents an analysis of the implementation of the Fund for the Maintenance and Development of Basic Education and the Valorization of Education Professionals (Fundeb) from 2009 to 2020 in the state of Mato Grosso do Sul, encompassing both  state and municipal education networks. The investigation included data from the Brazilian Institute of Geography and Statistics (IBGE), the Information System on Public Budgets in Education (SIOPE), hosted in the Federal Funding for Education (FNDE) website, the Institute of Educational Studies and Research Anísio Teixeira (Inep), the Educational Policies Research Centre, at the Federal University of Paraná, documents collected at state and municipal levels, and documents produced by the Teachers Union movement and by the press. The dimensions addressed in the analysis considered the enrolment of the educational networks, the public budget available, the teacher remuneration, and the Social Monitoring and Control Councils. The state accelerated the municipalization process, by transferring the enrolments to the municipalities, and the funds were redistributed among the educational networks. Regarding teacher remuneration, the state paid the National Professional Minimum Salary (Piso Salarial Profissional Nacional, PSPN) at the beginning of the career, but the same incidence of appreciation is not guaranteed along the teachers’ career. Many municipalities did not pay the PSPN, but ensured the working hours with 1/3 extra-class. Although the Councils for Monitoring and Social Control have complied with the federal regulations in their composition, they are still quite heterogeneous in each federative entity.

Se trabajó con datos del Instituto Brasilero de Geografía y Estadística (IBGE), del Sistema de Informaciones sobre Presupuestos Públicos en Educación (SIOPE), hospedado em el sitio del Fondo Nacional de Desarrollo de la Educación (FNDE), del Instituto de Estudios y Pesquisas Educacionales Anísio Teixeira (Inep), del Laboratorio de Políticas Educacionales de la Universidad Federal de Paraná, documentos recogidos en las esferas estadual y municipal, documentos producidos por el movimiento sindical docente, y por la prensa. Las dimensiones aquí evidenciadas para el análisis consideraran las matrículas de las redes de enseñanza, el presupuesto público disponible, el sueldo docente y los Consejos de Acompañamiento y Control Social. Se constató que el estado aceleró el proceso de municipalización, transfiriendo matrículas para los municipios, y que hubo redistribución de recursos del fondo entre las redes de enseñanza. En relación al sueldo docente, el estado pagó el Piso Salarial Profesional Nacional en el inicio de la carrera, pero el Piso no tiene la misma incidencia de valorización a lo largo de la carrera de profesor. Muchos municipios no pagaron el Piso, más garantizaron la jornada de trabajo de 1/3 extra clase. A pesar de los Consejos de Acompañamiento y Control Social haber respondido a las normas jurídicas del Estado Nacional en su composición, aún han sido bastante heterogéneos en cada ente federativo.Este artigo apresenta um balanço da execução do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (Fundeb) no período de 2009 a 2020, no estado de Mato Grosso do Sul, nas redes estadual e municipais de ensino. Trabalhou-se com dados do Instituto Brasileiro de Geografia e Estatística (IBGE), do Sistema de Informações sobre Orçamentos Públicos em Educação (SIOPE), hospedado no sítio do Fundo Nacional de Desenvolvimento da Educação (FNDE), do Instituto de Estudos e Pesquisas Educacionais Anísio Teixeira (Inep), do Laboratório de Políticas Educacionais da Universidade Federal do Paraná, documentos coletados nas esferas estadual e municipal, e documentos produzidos pelo movimento sindical docente e pela imprensa. As dimensões aqui evidenciadas para a análise consideraram as matrículas das redes de ensino, o orçamento público disponível, a remuneração docente e os Conselhos de Acompanhamento e Controle Social. Constatou-se que o Estado acelerou o processo de municipalização, transferindo matrículas para os municípios, e que houve redistribuição de recursos do fundo entre as redes de ensino. Em relação à remuneração docente, o Estado pagou o Piso Salarial Profissional Nacional no início da carreira, mas o Piso não tem a mesma incidência de valorização ao longo da carreira do professor.
