Quotas for refugees in federal universities of Bahia: an analysis on their effectiveness and relationship with human rights

Resumo: The present work has as its theme the reception of refugees in Brazil through the quota system in universities. The main objective is to present two innovative experiences of federal universities that deal with affirmative action for the reception of refugees, focusing on the education and social insertion of those people. The methodology used is composed by a qualitative approach. The methodological procedure is based on literature review and analysis of normative documentation. This is an interdisciplinary academic production that transits through the fields of Law and Education. It was possible to conclude that the university has a relevant social role and, therefore, it can, through affirmative actions, contribute to the dignified reception of refugees in Brazil.

El objetivo principal es presentar dos experiencias innovadoras de universidades federales que inciden sobre acciones afirmativas de acogida a refugiados con miras a la formación e inserción social. La metodología utilizada es compuesta de un abordaje cualitativo, acompañada procedimentalmente de revisión de literatura y análisis de documentación normativa. Este trabajo es una producción académica interdisciplinar que transita entre el área del Derecho y de la Educación. Se concluye que la universidad posee un papel social relevante y, por lo tanto, puede a través de acciones afirmativas contribuir para la acogida digna de refugiados en Brasil.O presente trabalho tem como tema de estudo o acolhimento a refugiados no Brasil através do sistema de cotas em universidades. O objetivo principal é apresentar duas experiências inovadoras de universidades federais, que incidem sobre ações afirmativas de acolhimento a refugiados com vistas à formação e inserção social. A metodologia empregada é composta por uma abordagem qualitativa, acompanhada, procedimentalmente, de revisão de literatura e análise de documentação normativa. Trata-se de uma produção acadêmica interdisciplinar que transita pelas áreas do Direito e Educação.
