How to historically research public policies in higher education? A proposal for analysis.

Resumo: This article presents a framework of historical analysis for the study of public policy, through a bibliographical investigation of the study of policy, arguing that this debate has a direct impact on the production of knowledge in the field of educational research in general, and in the area of educational policy in particular. The approach begins with a review of higher education policy, focusing on the New Public Management and public policy studies models, to serve as a counterpoint and build a framework for the historical analysis of public policy in higher education. It concludes with a synthesis of how policy research in higher education can benefit from the analytical tools of the historical perspective.

La aproximación inicia por una revisión de las políticas en educación superior, con foco en la Nueva Gestión Pública y los modelos de estudios en políticas públicas, para servir de contrapunto y construir el marco de análisis histórico de las políticas públicas en educación superior. Concluye con una síntesis de cómo la investigación en políticas educativas en educación superior puede beneficiarse de las herramientas de análisis de la perspectiva histórica.Este artigo apresenta um quadro de análise histórica para o estudo de políticas públicas, através de uma pesquisa bibliográfica sobre o estudo de políticas, argumentando que este debate tem um impacto direto sobre a produção de conhecimento no campo da pesquisa educacional, em geral, e na área de políticas educacionais, em particular. A abordagem começa com uma revisão da política de ensino superior, com foco nos novos modelos de gestão pública e estudos de políticas públicas, para servir como contraponto e construir uma estrutura para a análise histórica das políticas públicas no ensino superior.
