Public policies and the influence of international organizations: the debate on education in focus

Resumo: This article comes from a PhD thesis which had as research question: "How external evaluations of basic education influence public educational policies and their effects on the performance of teachers and school managers." One such interference is associated with International Organizations such as the World Bank and UNESCO. Given this, this paper aims to make notes and reflections about the influences of international organizations in the national context regarding the elaboration and implementation of public policies for Basic Education. For the elaboration of the research it was used a qualitative approach based on the bases of the bibliographical and documentary research. The data analysis was based on Bardin (2011) and refined using the Policy Cycle approach proposed by Stephen Ball and Collaborators. As a result, it is well known that educational policies - funded and funded by International Organizations - can hardly find anything other than the education market. Thus, the propagation of neoliberal logic in Brazilian education is anchored in / by the interest of international capital. Faced with this scenario it is necessary to avoid “import educational packages" that ignore the brazilian contexts and its educational plans.

Una de esas interferencias está asociada con organizaciones internacionales como el Banco Mundial y UNESCO. Ante esto, este documento tiene como objetivo tomar notas y reflexiones sobre las influencias de las organizaciones internacionales en el contexto nacional con respecto a la elaboración e implementación de políticas públicas para la Educación Básica. Para la elaboración de la investigación se utilizó un enfoque cualitativo basado en las bases de la investigación bibliográfica y documental. El análisis de los datos se basó en Bardin (2011) y se perfeccionó utilizando el enfoque del Ciclo de Políticas propuesto por Stephen Ball y Colaboradores. Como resultado, es bien sabido que las políticas educativas, financiadas y financiadas por organizaciones internacionales, difícilmente pueden encontrar otra cosa que no sea el mercado educativo. Así, la propagación de la lógica neoliberal en la educación brasileña está anclada en / por el interés del capital internacional. Ante este escenario, es necesario  ser crítico con los "paquetes educativos importados" que ignoran los contextos brasileños y sus planes educativos.Este artigo é oriundo de uma tese de doutoramento a qual teve como questão de pesquisa: “De que forma as avaliações externas da educação básica influenciam as políticas públicas educacionais e quais os seus efeitos na atuação de professores e gestores escolares”. Uma dessas interferências está associada a Organismos Internacionais como o Banco Mundial e a UNESCO. Diante disso, esse trabalho tem como objetivo tecer apontamentos e reflexões acerca das influências dos organismos internacionais no contexto nacional no tocante a elaboração e execução das políticas públicas para a Educação Básica. Para a elaboração da pesquisa utilizou-se uma abordagem qualitativa alicerçada nas bases da pesquisa bibliográfica e documental. A análise dos dados foi fundamentada segundo Bardin (2011) e refinada com a utilização da abordagem do Ciclo de Políticas proposta por Stephen Ball e Colaboradores. Como resultado é notório que as políticas educacionais - alicerçadas e financiadas pelos Organismos Internacionais – dificilmente encontram outro destino que não o do mercado da educação. Observa-se, assim, a propagação da lógica neoliberal na educação brasileira ancorada no/pelo interesse do capital internacional.
